His warning came as Super Typhoon Bavi barreled toward Taiwan and eastern China, giving his words an urgent, real-time backdrop.
Horton’s point is not that any single storm proves anything. His argument is about frequency. He says hazards turn into full-blown “humanitarian disasters” when they hit the same places over and over, faster than homes, power grids, and hospitals can recover between hits. That is a systems failure as much as a weather problem, and it is already playing out across Asia.
The Numbers Behind the Warning
Horton’s claim lines up with hard data already on record. The United Nations climate panel, the Intergovernmental Panel on Climate Change, has flagged Asia as the world’s most disaster-prone region, with storms and floods killing more than 200,000 people and affecting almost a billion others between 2005 and 2014. That was before the most recent wave of extreme weather.
More recent figures back up the trend. Between 2010 and 2021, weather-related disasters triggered roughly 213.5 million internal displacements across Asia and the Pacific, with floods and storms responsible for most of them. The Asian Development Bank separately found that natural disasters and climate events displaced people more than 225 million times over the past decade, and it expects the coming decades to be worse.
When Disasters Stop Being Isolated Events
The World Meteorological Organization’s own State of the Climate in Asia report backs up the pattern Horton describes. It documents floods and droughts destroying lives and livelihoods across the continent, with extreme rainfall and destructive tropical cyclones causing widespread damage and casualties. In 2024, temperatures across Asia ran more than a full degree Celsius above the 1991 to 2020 average, a sign the baseline itself is shifting.
Relief organizations are already adjusting to the new pace. Oxfam reported that climate disasters hit 6.73 million people last year across Bangladesh, the Philippines, Vietnam, and Myanmar alone, prompting the group to double its humanitarian response teams on the ground. That is not a forecast. That is an agency reacting to what has already happened.
Why the Recovery Gap Matters Most
The real danger, according to Horton, is not any one flood or typhoon. It is the shrinking gap between disasters. When a region gets hit again before it has rebuilt from the last hit, losses stack up instead of resetting. Power grids stay down longer. Displaced families cannot return home. Health systems buckle under repeat strain.
That dynamic explains why the United Nations recently reported that a wave of climate-fueled cyclones and monsoon rains killed more than 1,600 people across South and Southeast Asia, displacing hundreds of thousands in a single deadly stretch. Events like that are no longer rare exceptions. They are becoming the pattern Horton is warning about, and the humanitarian toll keeps climbing with each cycle.
What Comes Next for a Region Already Stretched Thin
Governments and development banks are not standing still. The Asian Development Bank has rolled out a Disaster Risk Management Action Plan running through 2030, aimed at helping member countries build resilience before the next wave hits. Whether that effort can outpace the trend Horton describes remains the central question facing the region’s leaders, planners, and the millions of families living in flood zones and storm paths today.
